john boehner liked that. i guess paul ryan liked that. i'm not sure what harry reid thought about that, but the rules committee thought it was ok. but the fact of the matter is that bill was written while the rules committee was in session. there are 13 of us on rules committee. we love the enormous power that we got. but i don't believe any of us ever suspected that the rules committee was going to supersede all of the committees in the house of representatives. there's been no committee action on any of this. in addition, i want to make the point again in spite of what we tried to do, we said nobody's talked about this. there's been no discussion on this. let's have an open rule. let's let not just the people on our side but the people on the republican side who had no input here as well, let's open it up and have a real debate and see what's going on here. what is going on here? what's going on here, as my colleague points out, is a circus of dubious constitutional validity, frankly. some people may say it's ok what they're doing. othe

i thought this was a good day for john boehner who has had a lot of bad days in leading the house. this was a crase where they had a retreat last weekend. people who were there said it was a very som bell retreat and they agreed to back the speaker. that wouldn't seem remarkable except in the past sometimes they have not been willing to do that. >> ifill: here's i guess the big question, when they say they want to reach across the aisle, when they say they want to talk to democrats, they want to engage, is that real? and is it even necessary? >> well, i think-- i think they want to engage as a way-- as part of the process of achieving their ends. you know, this day andig, everybody says "let's sit and talk." at the end of the day, wield talk and you agree with me and move on to the next subject and you can agree with me as well. that's the way both parties operate. i think the democrats did it much better the last year. the democrats will got a lot of mileage about attacking the republicans for not compromising, and yet most members of the congress, democratic members, seem willing

you can say if you're john boehner, well, that's fantastic. democrats, this is a democratic -- this is a democratic plan. you guys want it. it's a priority for you. guess what? you control the senate. you guys -- you guys pass global warming in the legislation in the senate, then we'll look at it in the house. gay marriage, fantastic. we are open to whatever you pass. that's your top priority, great. why don't you guys in the senate pass it, and then we'll look at it. and you can do the same thing with gun control, actually an issue that matters a great deal to me. actually, not gun control but assault weapons control. again, do what they did before. pass that in the senate and let them do that and say, but i'll tell you what we're going to focus on. we're going to focus on the house on getting people back to work, saving entitlement programs, and taking care of the crushing debt and making the tax code simpler, making the tax code fair. we're going to take care of the meat and potatoes issues over here. we're going to take care of making soci

[captions copyright national cable satellite corp. 2013] [captioning performed by national captioning institute] >> good afternoon everyone. with the passage of this bill today, it's pretty clear that we are sending a message to the democrat-controlled senate, it's time to do your job. the principle is pretty simple. no budget, no pay. american families have to do a budget and they understand you can't continue to spend money that you don't have. we're committed to doing a budget on the house side, a budget that will balance over the next 10 years. it's time for the senate and the president to show the american people how they are willing to balance the budget over the next 10 years. >> today's vote was the first step towards trying to resolve the nation's fiscal crisis in a responsible manner. look forward to working with the white house and the senate to do so. it's inte
